Manitoba Provincial Nominee Program

Manitoba is a province in Canada that is between Ontario and Saskatchewan. In many ways, it is the entrance to western Canada.

In 1998, Manitoba was the first state to start a program called the Provincial Nominee Program (PNP). As a small state with few newcomers, it needed the PNP to show skilled immigrants that it was a great place to live. Since then, Manitoba has been a great place for immigrants. Because of the Manitoba PNP, immigration has been a big part of the growth of the province's people, workforce, and economy.

Overview of the Manitoba PNP

The first PNP in Canada was the MPNP, which stood for the Manitoba Provincial Nominee Program. In 1998, it changed from a temporary scheme to a permanent one. The program started to help the province's economy grow through immigration, depending on their economic and labour market needs.

In its first year, the MPNP helped 418 people come to the United States. Through the scheme, the province chooses more than 5,000 new immigrants each year. The MPNP has worked out very well for Manitoba. In fact, without it, the GDP of Manitoba would be up to 30% smaller.

Manitoba is also a popular place for people to move to. Through the MPNP, you can move to Manitoba if you have a friend or family member there. Also, more than 90% of provincial nominees find work within their first year. Almost 90% of people who move to a province decide to stay in that province.

Some of the ways people can move to the province are called "base streams," and others are called "enhanced streams."

When a stream is "enhanced," it means that it works well with the Express Entry method. This is the method that the federal government uses to keep track of applications for permanent residence through the three main economic class immigration programs.

Based on the Comprehensive Ranking method (CRS), the Express Entry method gives each candidate a point score. The top candidates are asked to fill out an application for permanent residence.

If you get a nomination from an improved regional program, you get 600 more CRS points. This makes it almost certain that you will get an Invitation to Apply (ITA) for permanent residence. Through their Express Entry resume, they also get nominated.

Base streams are streams that are not in line with the Express Entry methods. Candidates who get a province nomination must apply directly to Immigration, Refugees, and Citizenship Canada (IRCC).

Manitoba Immigration Streams:

If you want to move to Manitoba, you can do one of these five things:

  • Skilled Worker in Manitoba Stream;

  • Skilled Worker Overseas Stream;

  • Manitoba Business Investor Stream;

  • International Education Stream;

  • Morden Community Driven Initiative.

The Skilled Worker in Manitoba Stream is for qualified temporary foreign workers and international student graduates who are already working in Manitoba and have been offered a permanent, full-time job by a Manitoba company.

The Skilled Worker Overseas Stream is for qualified skilled workers who are not in Canada but have strong ties to the state. This group may also be open to skilled workers who are already in Canada.

People who want to start a business in Manitoba can use the Manitoba Business Investor Stream.

The International Education Stream is for people from outside of Canada who have graduated from a post-secondary school in Manitoba and want to live there forever.

The Morden Community Driven Initiative is for welders, builders, cooks, plumbers, and pipefitters who want to settle down in the small town of Morden.

Skilled Worker in Manitoba Stream

The two paths in the Skilled Worker in Manitoba Stream are:

Manitoba Work Experience Pathway

This path is for people who already have a temporary work permit in Manitoba and are working there. This includes both temporary workers and foreign students who have graduated from post-secondary schools in Canada.

Employer Direct Recruitment Pathway

To be qualified for this path, you must have an interview with a representative of the MPNP and an employer in Manitoba. These talks are done in places other than Canada. Before you can use this path, you need to get an Invitation to Apply.

The fee to apply is $500 CAD.

Time to process: 6 months.

Requirements at a minimum:

  • Must be a foreign worker on a temporary basis or a graduate of an overseas school;

  • Must have a Work Permit or a Post-Graduation Work Permit that is still good;

  • Must have a job offer from their present employer in Manitoba for a full-time, permanent job;

  • Must have worked for the same company for at least six months in a row;

  • Must meet all requirements for the job, such as training, schooling, and any licenses or certifications.

  • Must be able to show that they know English or French well enough to do their jobs;

  • Must have a better connection to Manitoba through their job than they do to any other Canadian province;

  • Must want to live, work, and start a family life in Manitoba as a permanent resident and be able to do so. They must show this in a Settlement Plan.

  • Must have enough money ($10,000 CAD for the main applicant and $2,000 CAD for each child);

  • Your boss must have a business that has been open for at least three years and is registered with the government;

  • Your job conditions have to be the same as those of Canadians or permanent residents.

Additional Requirements:

Manitoba Work Experience Pathway

  • Must have work knowledge that counts,

  • Must live in Manitoba and work there.

Employer Direct Recruitment Pathway

  • Need to have the right kind of work knowledge.

What happens:

If you want to apply for the Manitoba Employer Direct Recruitment Pathway, a person from the MPNP will talk to you outside of Canada. An qualified Manitoba employer will also talk to you about the job. Before getting an offer to apply, this will happen.

Skilled Worker Overseas Stream

There are two ways to get into the Skilled Worker Overseas Stream:

Express Entry Pathway for Manitoba

This path is for people who are qualified under another MPNP stream and have an active Express Entry profile. These people must also have experience in a job on Manitoba's list of jobs that are in high demand and have strong ties to Manitoba. Here, you can find out more about Express Entry.

Human Capital Pathway

This path is for skilled foreign workers who have worked in one of Manitoba's In-Demand Occupations.

The fee to apply is $500 CAD.

Time to process: 6 months

Requirements at a minimum:

  • Must get at least 60 points out of a possible 100 on the points scoring grid;

  • Must have a link to Manitoba, such as friends or family who live there, work or school experience in the province, or an invitation from the MPNP to apply. Depending on the type of link you have, you may need to do more;

  • Must have worked for at least six months in a job that is in demand;

  • Must fill out a full Career Plan;

  • Must be 18 years old or older.

Express Entry Pathway for Manitoba

  • Have an approved Express Entry profile with a Job Seeker Validation Code

  • Must meet the basic language requirements (CLB 6 for NOC B and CLB 7 for NOC 0 or A);

  • You must have enough money to last for six months.

Human Capital Pathway

  • Must meet the basic language requirement (CLB 5 for NOC 0, A, or B, CLB 6 for Compulsory Trades, and CLB 7 for a Regulated Occupation);

  • Must have finished at least one one-year class after high school;

  • If the job needs a license or certification, you must apply to the governing group so they can see if you meet the requirements;

  • You must have enough money to last for six months.

Manitoba Business Investor Stream

If you want to move to Manitoba and start a business there, you can do so in two ways:

Farm Investor Pathway

This path is for people who have worked in the farm business and want to move to Manitoba so they can start and run a farm there.

Requirements for the Farm Investor Pathway: 

  • Must have at least three years of experience running a farm business or owning and running a farm;

  • Must be able to speak English or French well;

  • Must put down at least $300,000 CAD;

  • Must plan to open the farm in a country part of Manitoba.

  • Must turn in a business plan for their farm;

  • Must go to a farm business to do research;

  • Must plan to live on the farm and be involved in running the business;

  • Must have at least $500,000 CAD in assets.

Entrepreneur Pathway requirements: 

The Entrepreneur Pathway lets the government find and invite foreign business owners who meet certain requirements to move to Manitoba. They must want and be able to start a new business, buy a current one, or become a co-owner. They have to do this in the first two years after getting a temporary work permit and moving to Manitoba.

Needs for the Entrepreneur Pathway: 

  • Must have run a business for at least three years or been in charge of a successful business for at least five years.

  • Must have at least the level of language needed for CLB 5;

  • Must have at least the same level of education as a Canadian high school diploma;

  • Must invest at least CAD $250,000 if the business is in the Manitoba Capital Region (Winnipeg area) or CAD $150,000 if the business is outside the Manitoba Capital Region.

  • The business has to hire at least one Canadian or legal resident of Manitoba;

  • Must send in a business plan;

  • Must do a Business Research Visit no more than a year before sending an Expression of Interest (EOI);

  • After the application is accepted, they must sign a Business Performance Agreement;

  • Must have at least $500,000 CAD in assets.

The fee to apply is $2,500 CAD.

Time to process: 6 months

How the Pathway for Farm Investors works:

Candidates for the Farm Investor Pathway must do a Farm Research Visit in Manitoba no more than a year before they start the process.

The next step is to fill out the Interest Guidelines (self-assessment of their situation) and the Farm Business Concept forms, and then send them in. If you need one, you must also send in the Code of Conduct for Immigration Representatives.

You can fill out an application for the Farm Investor Pathway if you get a LAA. You might be asked to meet with someone from the MPNP.

If you're accepted, you'll get a fee Agreement (contract) that you have to sign and send a CAD $75,000 fee with. When you get your nomination, you can go straight to the Canadian federal government and ask to live there permanently.

How the Pathway to Entrepreneurship works:

First, find out if you are qualified or not. Then you should look into the business idea, visit Manitoba, and fill out the Business Concept Form.

The next step is to send in an Expression of Interest (EOI) along with your Business Concept Form, your Self-Assessment Form, and a Code of Conduct for Immigration Representatives (if needed). If you meet the minimum requirements and your Business Concept is accepted, you will get an official Letter of Advice to Apply (LAA).

Then, you must send the MPNP a full application. You might be asked to come in for a face-to-face interview. You will be asked to sign a Business Performance Agreement (BPA) if your application is accepted. This is a deal that you and the MPNP have made.

After that, you'll have to move to Manitoba, run your business there, and give regular reports on how it's doing. Once you meet the requirements of the BPA, you will get a permanent residence application from the province.

Then, you can use this suggestion to apply directly to the federal government of Canada for permanent resident visas for you and your family.

International Education Stream 

The International Education Stream (IES) is meant to make it easier for Manitoba graduates who meet business needs to become permanent residents. The stream has three paths: the Career Employment Pathway, the Graduate Internship Pathway, and the Student Entrepreneur Pathway.

The foreign Education Stream (IES) is for foreign students who have graduated from schools in Manitoba and are ready to work. The IES makes it easier for graduates to get legal residency. You can choose from the following:

Career Employment Pathway

The Career Employment Pathway is for people who have finished high school and have a long-term job in Manitoba in a field that is in demand.

Requirements for a Career Employment Pathway: 

  • Must have finished from a post-secondary school in Manitoba (for at least 1 year and 2 semesters) in the last three years.

  • Must be able to speak and write at least as well as CLB 7;

  • Must have a full-time job offer from a present employer in an In-Demand Occupation that lasts at least a year.

  • Must have enough money to last for six months or work full-time in Manitoba for a long time;

  • You must be living in Manitoba when you apply.

Graduate Internship Pathway

The Graduate Internship Pathway is for international master's and doctoral graduates who have completed an Accelerate or Elevate internship with Mitacs. Mitacs works with the government of Manitoba to help international grads find internships.

Requirements for the Graduate Internship Pathway: 

  • Must have a master's or doctoral degree from Manitoba that was earned in the last three years;

  • Must be able to speak and write at least as well as CLB 7;

  • Must have finished a Mitacs Elevate or Accelerate (including Accelerate Entrepreneur) internship in an eligible industry or research enterprise in Manitoba. 

  • Must have enough money for six months or be working full-time in Manitoba for a long time.

  • You must be living in Manitoba when you apply.

Pathway for International Student Entrepreneurs

The foreign Student Entrepreneur Pathway gives up to 20 foreign students who have graduated from a school in Manitoba the chance to start their own business in Manitoba. Before they can be put forward for permanent residence, they must meet the terms of a Business Performance Agreement.

The requirements for the International Student Entrepreneur Pathway are: 

  • Must send in a business plan;

  • Must have run the business in Manitoba every day for at least six months before being named;

  • Must have at least 51% of the company;

  • Must be able to speak the language of CLB 7;

  • Must finish at least two years of full-time post-secondary study in Manitoba;

  • Must be between the ages of 21 and 35;

  • Should have enough money to last for six months;

  • Must have a current Post-Graduation Work Permit (PGWP) or open work permit;

  • Must have been a Manitoba resident since high school;

  • Must plan to stay in Manitoba for a while;

  • If your application is accepted, you will have to sign a Business Performance Agreement.

FEES

Morden Community-Driven Immigration Initiative

Morden is a town in Manitoba, about 112 kilometres southwest of Winnipeg. This town is actively looking for new people who can do certain jobs that are needed on the local job market. Those who do well in this program will be able to stay in Canada permanently.

To be eligible, you must meet age, education, language, and work experience standards, and you can't have ties to any other part of Canada. You must also want to live in Morden and have enough money to settle down there.
